I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter of the 4th instant. I am to say that Mr. Secretary Morley fully agrees to Sir E. Grey's proposal to concur in Sir J. Jordan's view that the Municipal Councils of all British Concessions should be moved to close any opium shops or dens in their Concessions immediately upon similar measures being taken by the Chinese authorities outside. Mr. Secretary Morley has no addition or modification to suggest.
